Invitation to bid for the procurement of three (3) year enterprise agreement for the subscription of m365 licenses under itb no. cb26-09-021cor 1. the philippine amusement and gaming corporation (pagcor), through the pagcor’s corporate budget for cy 2026 intends to apply the sum of three hundred million one hundred fifty-five thousand pesos (php300,155,000.00), vat exclusive, zero-rated transaction being the approved budget for the contract (abc) to payments under the contract for the procurement of three (3) year enterprise agreement for the subscription of m365 licenses. bids received in excess of the abc shall be automatically rejected at bid opening. 2. pagcor now invites bids for the above procurement project. delivery of the goods is required within fifteen (15) calendar days from receipt by the winning supplier of the notice to proceed (ntp). bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project or combination of contracts specified under item no. 5 (eligible bidders) of section ii (instruction to bidders). the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3. bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. interested bidders may obtain further information from pagcor and inspect the bidding documents from procurement processing department (ppd), acting as the bac secretariat of pagcor, at the third (3rd) floor, pagcor corporate office, met live building, central business park 1-a, macapagal boulevard corner edsa extension, pasay city during office hours of pagcor, monday to thursday, from 8:00 a.m. to 6:00 p.m. 5. 5. a complete set of bidding documents may be acquired by interested bidders on september 24, 2026 (thursday) until october 19, 2026 (monday) from the given address and website (s) below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of fifty thousand pesos (php50,000.00). it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) - www.philgeps.gov.ph and the website of pagcor – www.pagcor.ph, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. in effecting payment for the bidding documents, prospective bidders shall present either the payment slip, which may be secured from the ppd, or a copy of this invitation to bid (itb) to pagcor’s cashier, located at the ninth (9th) floor, pagcor corporate office, met live building, central business park 1-a, macapagal boulevard corner edsa extension, pasay city. 7. pagcor will hold a pre-bid conference on october 1, 2026 (thursday), 2:00 p.m. at pagcor bidding hall, third (3rd
