this is a fire-fixed-price construction requirement. the period of performance is 180 calendar days after ntp. the place of performance is palo alto va medical center – menlo park, 795 willow road, menlo park, ca 94025-2539.
all requests for information (rfi) regarding this rfq must be submitted in writing and receive no later than november 3, 2026 at 2:00 pm pdt. all rfis must be submitted via email to daniel jhun at daniel.jhun@va.gov.

offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of performing these services. in no event shall failure to inspect the site constitute grounds for a claim after contract award.

a comparative analysis approach will be used by a team of government technical personnel in accordance with revolutionary far overhaul (rfo) far 12. 203(c)(2)
the government intends to award one (1) contract as a result of this solicitation. in using the comparative analysis approach, the government will employ business judgement and a comparative evaluation of quotations to determine which quotation represents the best value and the best overall offer to the government. in accordance with rfo far 12.203(c)(2), quotation will be evaluated through a direct comparison of one quotation against another in a uniform manner to determine which quotation best satisfies the government’s requirements as identified in the rfq.
award may be made to an offeror other than the lowest-priced offeror or the highest-rated offeror under the non-priced factors when the government determines that the benefits of a higher-rated quotation warrant any associated price premium. the government reserves the right to select a quotation that exceeds the minimum requirements of the rfq when the additional value provided is determined to be beneficial to the government.
