Invitation to bid for the construction of two (2) storey with ten (10) classrooms school building at candabong national high school, candabong, anda, bohol 1. the municipality of anda, bohol, through the basic education facilities fund (beff), fy 2026 intends to apply the sum of thirty one million five hundred forty thousand pesos (php31,540,000.00) being the approved budget for the contract (abc) to payments under the contract for under contract no. 2026-10-01. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the municipality of anda, bohol now invites bids for the construction of two (2) storey with ten (10) classrooms school building at candabong national high school, candabong, anda, bohol. completion of the works is required within the expected contract duration of 250 calendar days. bidders should have completed at least three (3) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders (itb). 3. bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)”. 4. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 5. interested bidders may obtain further information from municipality of anda and inspect the bidding documents at the address given below from 8:00 a.m. to 5:00 p.m. 6. the municipality of anda will hold a pre-bid conference on october 15, 2026 at 2:00 o’clock in the afternoon at quinale beach bar coffee shop, poblacion, anda, bohol which shall be open to prospective bidders. 7. a complete set of bidding documents may be acquired by interested bidders on october 14, 2026 to october 22, 2026 from the address below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of twenty-five thousand pesos (php 25,000.00) and payment of annual accreditation fee in the amount of three thousand pesos (php 3,000.00), pursuant to the municipal ordinance. the procuring entity shall allow the bidder to present its proof of payment for the fees to be presented in person. 8. it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 9. the municipality of anda will hold a pre-bid conference on october 15, 2026 at 2:00 o’clock in the afternoon at quinale beach bar coffee shop, poblacion, anda, bohol which shall be open to prospective bidders. 10. bids must be duly received by the bids and awards committee (bac) secretariat through manual submission at the office address indicated below on or before 2:00 o’clock in the afternoon on october 26, 2026. late bids shall not be accepted. 11. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 12. b
