Description & Project Overview
Internal identifier: SOZ-2026-0006 Title: Provision and operational management of up to 170 bed spaces (flexi-home standard) for homeless women with children Description: Provision and operational management of up to 170 bed spaces for homeless women with children in homeless accommodation in the flexi-home standard Type of contract: Services Description: The subject of the contract is the provision and operation of a total of up to 170 bed spaces for the accommodation of homeless women with children, which are provided by the same or different operators in several homeless accommodations in the flexi-home standard, including operational management. A “flexi home” must have at least 55 bed spaces and a maximum of 100 bed spaces. The bidders and future operators of these homeless accommodations are referred to here as the contractor, abbreviated as “the AN”. By awarding the contract, a contractual relationship is concluded between the client and the respective contractor, the contents of which are the service description (part A) including the special contractual conditions (part B) and all appendices, as well as all documents submitted by the contractor with the offer. The respective object awarded serves as the contractual place of performance. Flexi home: A flexi home is a form of homeless accommodation in which, due to the structural conditions (there is generally the possibility of converting the property into living space), the individual apartments each have a kitchen-living room and their own sanitary area. It follows that only beds in self-contained apartments can be offered within the scope of this tender. This means that a residential unit for a family (woman with child(ren)) must consist of at least two rooms (living room/kitchen and bedroom(s)), which are spatially connected via an intermediate door and have a directly connected private, fully equipped sanitary area. Contract term and start of service: The advertised service contract for the provision and operation of the offered bed spaces in the respective property begins with the award of the contract for a period of ten years. The start of benefits, i.e. the beginning of the accommodation of homeless women with children in the approved property, must take place on December 1st, 2026 or January 1st, 2027.
