Notice is hereby given that sealed proposals will be received by Whatcom County Administrative Services Purchasing on behalf of the Whatcom County Flood Control Zone District located in the Finance Department on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham, WA 98225 for the following: WATER QUALITY LABORATORY SERVICES UNTIL: 2:30 PM, Tuesday, November 3, 2026 At which time and place responses will be publicly opened (live/virtual via Zoom), and the names of the submitters read aloud. All interested persons are invited to watch the virtual opening via Zoom. Late submittals will not be considered. The Whatcom County Flood Control Zone District, through Whatcom County Public Works Natural Resources, is seeking a laboratory to analyze water quality samples for fecal bacteria and other analytes as requested. If federal funds are used, the selected laboratory must comply with all applicable federal, state, and local requirements regarding civil rights; debarment and suspension; affirmative steps to assure use of small, minority, veteran-owned, and women-owned businesses when possible if subcontracting (2 CFR 200.321 and 40 CFR Part 33); Clean Air Act and Federal Water Pollution Control Act standards; anti-lobbying provisions; the Americans with Disabilities Act and Section 504 of the Rehabilitation Act; and E-Verify.
