Description & Project Overview
Tender descriptionTERMS OF REFERENCEUPSHIFT Somalia PlatformGreen economy private sector database, programme news and youth business showcaseIssued by Horn Vision, Puntland, November 20261. BackgroundHorn Vision is a non-governmental organisation working with adolescents and young people in Puntland. It is an implementing partner of the UPSHIFT programme, delivered with UNICEF Somalia in Puntland, through which young people build green skills, leadership and entrepreneurship, start youth-led businesses, and are linked to the private sector for employment and entrepreneurship support. The programme's partners in the different locations map the private sector organisations working in the green economy, support young people to set up businesses, and run events such as green skills conclaves andjobfairs. What the programme lacks is one shared online system for the whole of Somalia: a place where the green economy organisations of every location are recorded, searched and contacted; where the programme's news and events are published; and where successful youth businesses are showcased to employers, buyers and the public. Horn Vision, on behalf of the programme, is engaging a firm to design, build and host that platform and to hand it over at the end of the assignment.2. ObjectiveTo deliver a secure, simple, online platform for the UPSHIFT programme in Somalia that:Holds one record per green economy organisation, from every programme location, with what it can offer young people;Receives the private sector mappings from the different locations, uploaded as part of the deliverables;Lets authorised users in each location search, filter, update records and log their outreach;Publishes programme news, events and opportunities;Showcases successful youth businesses, with their consent;Exports lists and counts by location and sector.3. Scope of workThe firm will:1. Design, build and host a secure online platform: login-only access to the database, public pages for the news and the showcase, and data protection built in. The organisation records are business contacts, not personal profiles: no data on children, and nothing on a young person is published without his or her consent.2. Build the green economy private sector database: one record per organisation with at least name; type (private company, cooperative, association, other); sector (renewable energy, agriculture, waste management, reforestation, other green economy); location (region, district); contact person, telephone and email; size; what it offers young people (jobs, internships or apprenticeships, mentoring, in-kind support, procurement from youth businesses); source and date of the record; whether the organisation has agreed to be contacted.3. Provide an import template and upload the private sector mappings from the different programme locations, with a check for duplicates; later mappings are uploaded by the editors with the same template.4. Provide search and filters by location, sector and what is offered; a record view for each organisation; and an outreach log on each record (date, who made contact, what was discussed, outcome, next step).5. Build the programme news module: short posts with photographs on activities, events, calls and opportunities, published by the editors, visible to the public.6. Build the youth business showcase: a page per successful youth business (name, location, sector, what it sells or does, a short story, photographs, contact), published with the consent of its owners, searchable by location and sector.7. Provide exports to Excel or CSV of any filtered list of organisations, and summary counts by location and by sector that match the exports.8. Set up three user roles with access controls: administrator, editor (one set of editors per programme location) and viewer.9. Make the platform usable on a laptop and on a phone, on low bandwidth, in English, with Somali where that helps the editors and the public.10. Develop a short system manual and
