Republic of the philippines province of cebu municipality of asturias office of the bids and awards committee invitation to bid the municipality of asturias thru its bids and awards committee invites all interested bidder to apply for eligibility and submit bids on october 19, 2026 for the following projects to wit: project/activities location approved budget for the contract name of source of fund contract period (calendar days) purchase and installation of office cubicle for 8 sb members asturias, cebu p500,000.00 general fund proper- capital outlay w/in 30 calendar days after receipt of ntp 1. the eligibility check/screening as well as the preliminary examination of bids shall use non-discretionary “pass/fail” criteria. a) valid philgeps certificate (platinum) b) dep’t. of trade & industry (dti) business name registration or sec registration certificate which over may be appointed under existing laws of the philippines. c) valid current mayor’s permit/business license d) vat registration certificate and tin e) tax clearance for bidding f) valid pcab license g) statement of prospective bidder that it is not blacklisted or barred from bidding from the government or any of its agencies or lgu’s h) statement of prospective bidder of its single largest contract equivalent to at least 25% of the abc for goods and services and 50% of the abc for infrastructure projects. i) statement of prospective bidder of all this ongoing and completed government and private contracts within the relevant period including contracts awarded but not yet started. j) audited financial statement, stamped received by the bir for the immediately preceding year, showing among others, the prospective bidders total and current assets and liabilities k) net financial contracting capacity (nfcc) l) letter authorizing the bac or its duly authorized representative to verify any oral documents submitted in satisfaction of the eligibility requirements m) prospective bidder shall certify under oath, that each of the documents submitted in satisfaction of the eligibility requirements is an authentic and original copy or true and faithful copy or reproduction of the original 2. pre-bidding conference will be held optional. 3. issuance of bid forms to bidders will be from oct. 12-16, 2026, upon payment of non-refundable amount: abc of 500,000.00 pesos and below ……… p 500.00 abc of more than 500,000.00 up to 1million pesos ……… p 1,000.00 4. dropping and opening of sealed bids: october 19, 2026, at the bac office at 10:00 am. bids shall be accompanied with the bidder’s bond requirements equivalent to: a) 2% of the abc if in form of cash, cashier’s/manager’s check, bank draft or irrevocable letter of credit line. b) 2% of the abc if in form of bank guarantee. c) 5% of the abc if in form of surety bond. d) bid securing declaration 5. post qualification of the lowest calculated bids shall be conducted on oct. 21-23, 2026 at 10:00 am. the local government unit of asturias, cebu reserves the right to reject any or all bids; to waive any required formality therein and to award to the bidder whose bids is most advantageous to the government. for further information, please refer to bac secretariat @ tel. no. 425-2527 from 8:00 am-5:00 pm (monday to friday only).
