Invitation to bid for the repair and maintenance of various offices at malabon city hall 1) the city government of malabon, through the mooe: repairs and maintenance buildings and other structures included in the 2026 annual budget pursuant to city ordinance no. a04-2025 intends to apply the sum of three million nine hundred ninety-nine thousand nine hundred eighty-eight pesos (php3,999,988.00) being the approved budget for the contract (abc) to payments under the contract for repair and maintenance of various offices at malabon city hall. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the city government of malabon now invites bids for the repair and maintenance of various offices at malabon city hall with competitive bidding as a mode of procurement using the lowest calculated responsive bid (lcrb) as an award criterion. completion of the works is required within one hundred and twenty (120) calendar days from receipt of the notice to proceed. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3) bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)”. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4) interested bidders may obtain further information from bids and awards committee secretariat and inspect the bidding documents at the address given below from 8:00 a.m. to 5:00 p.m. except non-working days (i.e. saturday and sunday), legal holiday, or special non-working holiday, or other nonworking days duly declared by the president, governor, mayor or other government official authorized to make such declaration. 5) a complete set of bidding documents may be acquired by interested bidders on october 06, 2026, to october 19, 2026, from the address below, amounting to five thousand pesos (php5,000.00) in accordance with the guidelines issued by the government procurement policy board (gppb). it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the city government of malabon will hold a pre-bid conference on october 06, 2026 (tuesday), at 3:00 p.m. at bac conference room, eighth (8th) floor, malabon city hall, f. sevilla blvd., brgy. tañong, city of malabon, and/or through video conferencing via zoom platform, which shall be open to prospective bidders. 7) bids must be duly received by the bids and awards committee (bac) secretariat through manual submission to the address indicated below, on or before october 19, 2026, at 12:00 noon. late bids shall not be accepted. 8) all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9) bid opening shall be on october 19, 2026 (monday), at 3:00 p.m. at bac conference room, eighth (8th) floor, malabon city ha
