The HF (SAHF) provides all parenteral medicines used for medicinal cancer treatment at the Oslo University Hospital (OUS), Diakonhjemmet Hospital and Lovisenberg Hospital. The medicines are produced by two departments at the HF Oslo, Radium Hospital and HF Oslo, Ullevål. In October 2024 OUS opened a new treatment building for medicamental cancer treatment and radiation treatment at Radium Hospitalet.The manufacturing robots at both pharmacies require a clean C-class space, which means that it must be double-locked. It is not possible to rebuild the premises at Ullevål due to lack of available space. Existing premises in the SAO Radiumhospital also have single-lockings, and thus have the same deviation from requirements. The deviation thus leads to the immediate need for new premises. The pharmacy has submitted a plan to DMP which means a merger and move of cytostatic production to new premisses at RadiumHospital by Q2 2028.This is considered to be very costly and not medically sound, as the delivery of patients in cancer treatment at Oslo hospitals will be affected. The project has assessed that the acquisition of 2 new production robots is necessary to ensure current and future deliveries to patients at Oslo hospital. The two production robots SAHF has in operation today, APOTECAchemo, are both delivered by AEA Loccioni srl, based on a framework agreement with option on 3 robots. This agreement has been concluded, and the last delivery took place at SAH F Ullevål in 2024-25.Although Cytodose is also used in Sweden in a different robot solution than Loccionis, but this one requires purely ISO 5 (i.e. purely class B). SAHF will enter into a lease agreement with a private farmer who will stand for conversion from office to production premises. These new premises will be purely Class C. It is therefore not possible to choose robot solutions that require purely category B. SAH F has mapped the market for the relevant alternatives, and it is of opinion that there are several new systems that may be relevant in a future acquisition of new framework (see specially for sterile clarification),The Commission considers that the acquisition of APOTECAchemo by Loccioni Srl is not a viable option, as it is the only one that meets the functional, medical and technical requirements of SAHF. The SAH F will, at its meeting on 23 September 2026, decide to acquire 2 APOTECTAchemo systems from AEA Loccioni srl.The Commission considers that the Commission has not yet adopted a proposal for a regulation on the marketing of products for the purpose of the marketing year.
